Caregiver records that stay together
Keep each caregiver's details, waivers, and flags in one record. Most flags are advisory: they mark something to follow up on, like an overdue return or a damaged carrier, and they never stop a loan. The exception is a do-not-lend flag, which blocks a new check-out and always needs a reason. Every flag records who set it, and any flag can be cleared once it is resolved.
